Evaluation, Measurement, and Verification Working Group

SEE Action’s Evaluation, Measurement and Verification Working Group supports investment in energy efficiency by working to improve the credibility and timeliness of the EM&V practice.

  • Credibility: increasing the transparency of reported energy efficiency savings, improving the consistency of measurement and verification methods, standardizing approaches to reporting, and creating a set of common definitions for common terms.
  • Timing: accelerating the delivery of information regarding the implementation of efficiency programs and measures which helps program administrators adjust programs as they are being implemented instead of having to wait until a program is fully implemented before getting detailed feedback on performance.

The goal of this guide is to support the development, maintenance, and use of accurate and reliable Technical Reference Manuals (TRMs). TRMs provide information primarily used for estimating the energy and demand savings of end-use energy efficiency measures associated with utility customer-funded efficiency programs.
