This training consists of a basic introduction to the Department of Energy (DOE) indefinite delivery/indefinite quantity (IDIQ) contracts and how to get started with an energy savings performance contracting (ESPC) project at your site. This training also covers acquisition planning, energy service company (ESCO) selection, the preliminary assessment, energy saving technologies, and energy security/resilience through ESPC.

This training provides attendees with an understanding of energy savings project contract (ESPC) project development phase one which includes measurement and verification, technical proposal review, and the risk, responsibility, and performance matrix (RRPM). Task order schedules are thoroughly reviewed so attendees learn the purpose of each and recognize the pricing and financing aspects of an ESPC project.

This training provides attendees with an overview of the implementation/construction period activities and includes a discussion of agency responsibilities, invoices and payments, and annual measurement and verification activities during the performance period. The contents of the contract management plan will be thoroughly reviewed so attendees are able to identify the differences between traditional performance contracting implementation and construction period activities and responsibilities.

Training sections cover a high-level understanding of what an ESPC is and how it is used to accomplish energy improvements, task order ordering procedures, contractor selection, risk and responsibility, measurement and verification, applicable financial schedules, pricing and financing aspects of the project, and post award contract administration including FEMP's Life of Contract services.
