Doug Culbreth is a federal project executive at Oak Ridge National Laboratory, where he supports the U.S. Department of Energy Federal Energy Management Program. Doug coordinates federal alternative financing activities in the southeast and Europe, including utility energy saving contracts, power purchase agreements, ESPC ENABLE, and the Federal Energy Management Program’s energy saving performance contracts. Doug has more than 35 years of experience in the development and evaluation of energy efficiency and renewable energy projects in the local, state, and federal government sectors. He has participated in the award of projects with a total investment value more than $800 million.
