This training will delve deeper into the evaluation and assessment of the contractor's energy savings performance contract (ESPC) project proposal, specifically the technical proposal. The training will present how the agency can prepare for the review, how the technical proposal meets the task order request for proposal requirements and ensuring the measurement and verification plan does not conflict with the risk, responsibility, and performance matrix. Agency support that is needed for reviewing the technical proposal, e.g., verifying energy baselines for calculating savings and reasonableness of guaranteed savings, will be discussed and segue into the next steps to Task Order award. The Federal Energy Management Program's (FEMP) catalog of guidance resources for the technical proposal review phase will be highlighted.
